Die Praxis der Beh\u00f6rden, in das Schicksal von Menschen einzugreifen und dabei wichtige Grundrechte zu verletzen, aber auch das ungen\u00fcgende Wahrnehmen von Aufsichtsfunktionen, werden aus heutiger Sicht kritisiert. <br \/>Dieses Heft dient einem mit der Rehabilitation und der Entsch\u00e4digung verbundenen, dritten Element der Wiedergutmachung: dem Versprechen, das Vergangene
